Houston leads the country in dog attacks on letter carriers. Part of the problem stems from Houston having a large population of stray dogs. However, the majority of attacks have been by dogs owned by recipients of mail. Seventy-seven postal carriers were attacked by dogs in 2015 in Houston, Texas. Dogs have charged through screen doors to attack postal workers. At least one postal worker was in a hospital for a week recovering from a dog attack.
A dog owner faces liability for an attack on a postal worker. Dog owners should confirm that their dogs are properly restrained before leaving the property. If a postal worker knocks on the door, a dog owner should always confirm the dog is properly restrained before opening the door.
